For David M. Rochefort, President and Founder of CAR-four Learning Resources Inc., vision, deliverability and entrepreneurship are the cornerstones of his 30 plus year career as one of Canada’s pre-eminent talent management authority, executive learning specialist and leadership development strategist. Throughout his lengthy career, he has been involved in more than fifteen hundred learning events engaging over 60,000 attendees.
For more than a decade, David was responsible for the Conference Board of Canada’s conference division, where each year, he led a team that planned, organized and delivered more than 50 conferences, seminars and executive learning programs, attracting more than 5,000 participants annually.
A new business strategy he introduced at the Board in 1998 - which is still in operation today - had resulted in the development of 36 new conferences and seminars over three years and a more than doubling of the annual revenues.
Subsequent to his tenure the Conference Board, David spent four years with the Federal Government’s Canada School of Public Service, where he was responsible for developing learning strategies and programs for the Deputy Ministers, Assistant Deputy Ministers and Head of Agencies communities.
Earlier in his career, he developed innovative programs at The Banff Centre’s School of Management, which was one of the first executive learning centres in North America to incorporate computer assisted learning techniques. By capitalizing on the Centre’s unique, reflective learning environment, David doubled the Centre’s executive education program during his fifteen-year tenure.
As President and Founder of CAR-four Learning Resources Inc., David Rochefort is firmly convinced that employees’ talents and skills drive organizational performance and success. Research clearly indicates that organizations that source, attract, select, train, develop, retain, promote and move employees through the organization, improve vastly organizational performance and results through better employee selection, job fit, motivation, engagement and retention strategies.
As well, David has been deeply concerned for some time about the lasting effects of learning and development interventions on those participating and the sponsoring organizations. Organizations invest significant resources annually to train and develop their employees, and yet many of these efforts are wasted because they fail to achieve the desired results to integrate the learning into the participants daily work life.
Typically, most organizational learning and development initiatives spend 10% of its resources before the start of the program, 85% during the program and only 5% after the program. Is it wonder why learning and development programs fail to take hold?
Many factors contribute to this failing - from poor program design and delivery, to the lack of proper post-program follow-up. All too often, the good work of the development imitative is over taken by the hectic and changing nature of work once the participant is back on the job.

That means about 50% comes from the follow-on and implementation activities that take place later.
